Section 04 · Sequencing the Program

Method4.2

Hand off the program

This step closes the methodology. Hand the ranked gaps from Step 4.1 to the decisions that follow, with everything those decisions need from each record. Record the ranking method and its settings once for the program, so the order can be reproduced.

The order reflects need and priority, not deliverability. Feasibility, cost, ownership, funding, and the choice of specific interventions belong to the processes that follow. Note them as each gap’s open questions rather than resolving them here.

Priority-ordered programOne row per ranked gap
RankThe gap’s position.
GapThe affected Priority Area and the assessment, named as in the inventory.
Verdict, evidence, and noteThe verdict, the figure it was based on, and why it was made.
Area profileThe area’s designations, population, and distance and trips to the subject.
Implied interventionThe class of improvement associated with the assessment.
Open questionsThe feasibility, cost, ownership, or funding questions that stand between the gap and a project.

Saving the review produces the report: the priority-ordered program, the Priority Areas and their designations, each gap with its verdict, evidence, and note, and the data sources used. Nothing is compiled by hand; the report is a live draft that follows the analysis until it is saved or printed. It also has space for an introduction and can be printed or exported to PDF.
